Welcome to August! Summer will be over this weekend and the fall hiring is about to begin. At VetJobs we see this in our traffic which for August 2016 was nearly twice what it was for August 2015. The number of jobs being posted has also increased from around 100,000 a day to 200,000 REAL jobs a day. If you are a person looking for work and have qualifications, now is great time to be entering the job market – see the discussion below.

Of course, it also depends on the type of job you are seeking. Five years ago oil and gas was hot, not some much anymore due to federal policies. Today healthcare, logistics, IT and sales are hot areas as well as trades craft jobs.

The original purpose of the VFW was to assist returning veterans from the Spanish American War to receive healthcare and find jobs. The VFW is still fighting for veterans today! A constant theme I have written a lot about is the shortage of labor, particularly in the trades craft fields such as electricians, plumbers, welders, carpenters, automotive mechanics, HVAC and machinists. Recent headlines are now citing the same thing in other work disciplines. A recent example: Talent shortage hitting insurance industry hard! Seems there is a shortage of insurance underwriters, sales people, etc.

When I talk about a labor shortage, I want to emphasize the problem is not a shortage of people but a shortage of people with the required qualifications. From the National Association of Manufacturers we learn that 80% of manufacturers report a moderate or serious shortage of qualified applicants for skilled and highly-skilled production positions. Some reports say that there are over 200,000 vacant manufacturing jobs that cannot be filled as there are not enough qualified applicants. The Financial Times reports that we are still one million manufacturing jobs short of where we were in 2007.

As previously discussed, one of the big causes of this problem was the federal program No Child Left Behind which caused all but 2% of high schools to close up their shop and home economic classes. The result was we started graduating high school students in the 1990s who had no marketable skills in the workplace. This was especially a problem with inner city schools. High school graduates in many of our inner cities could not find jobs because they had no marketable skill, much due to social promotion through the grades.

As a country we are in the bad position of having a large population of which many have no skills to be able to get a good job in the workforce. This is part of the reason why 94,000,000 have dropped out of the work force. There is no job for which they are qualified. Add to that many who have raised expectations thinking they should be paid more than they are worth and the fact that many can live better on welfare than actually working. This is like a bad perfect economic storm.

The real bottom line here is due to the current situation the United States is quickly becoming non-competitive on the international stage. As we are in a political season, look at your candidates closely and look for those that will make the United States competitive. Our country’s future depends on it.

In discussions with many human resource professionals who come to VetJobs looking for qualified candidates, I hear their frustrations about not being able to find the candidates they need. Many understand that the qualified candidates just are not out there. Another part of the puzzle is that up until the 1970s most large companies had training programs where they would bring in new employees who would go through extensive training to fill a position. In cost cutting during the post 1980s, the training departments were eliminated. Now there is a situation where even if they did bring back the training departments, there are not enough qualified instructors. The same phenomenon applies to high school shop programs. Schools that are trying to bring back welding, automotive, carpentry and electrical programs are having great difficulty finding teachers who are qualified to teach the subject. This is a problem that needs national attention.

Many who know me know I am very, very frustrated with the Veterans Administration. The following is information recently released by the House Veterans Affairs Committee (HVAC). These facts are absolutely astounding. If I was writing a fiction book, it would be hard to believe.

Per the HVAC, the Caribbean VA Medical Center is among the most troubled of the VA’s many problem facilities. Its director, Dewayne Hamlin, was in Florida when he was found at 3:00 AM with painkillers for which he had no prescription (http://www.washingtonexaminer.com/veterans-affairs-employee-fired-for-refusing-to-support-firing-a-whistleblower/article/2560406) yet he remains on the job.

It was learned on Wednesday that Hamlin is currently attempting to pay a hospital employee $305,000 in taxpayer funds to quit the federal government following her role in exposing his own painkiller arrest (http://dailycaller.com/2016/08/30/va-offers-anti-corruption-whistleblower-305000-to-go-away/). This is becoming another example of the VA violating the whistleblower laws.

Other problems at the island facility have included:

-Employee Tito Santiago Martinez, a human resources official in charge of hiring and discipline at the facility, is a convicted sex offender who said “there’s no children in [the hospital], so they figure I could not harm anyone here.” The union uses his status as leverage to keep rank-and-file employees who run into trouble with the law on the job.

-Employee Braxton Linton is in charge of buying prosthetics such as hearing aids, often with government-issued credit cards. He was hired just weeks after being released from federal prison for stealing $70,000 using credit card info he stole from his previous employer. He has also been arrested on drug charges while working for the VA. National and local VA spokesmen have refused to respond to repeated requests for an explanation of how his hire was permitted under federal personnel rules.

-Employee Elizabeth Rivera took part in a late-night armed robbery, but VA gave her time off to serve a jail sentence, and she resumed working in the security office while wearing a GPS monitor that was part of her probation.

Amazingly, David Shulkin, the undersecretary of the VA, said of Rivera’s case that “as is true in private-sector employment, a federal employee generally cannot be terminated for off-duty misconduct unless there is a clear connection between the misconduct and the individual’s employment.” Does he really believe this? Human resource experts subsequently interviewed said federal and private-sector bosses can easily fire such employees. The big question is why won’t the VA? Do any of the readers of this newsletter think they could get away with the above behavior at a normal civilian job? Of course not!

It would be nice if these were one time exceptions, but unfortunately what is happening at the Caribbean VA Medical Center is happening throughout the VA system. This will not get corrected until we get an administration and Congress that has the will to actually clean up the Veterans Administration and take care of our veterans.

On the economic front, the Commerce Department this past Friday released their numbers and the economy actually did slightly WORSE than originally estimated. Growth was 1.1% in the second quarter of this year and less than 1.0% for the first six months of 2016. Historically, the American economy has grown at 2.0% or greater per year. That stopped in the last eight years. The business sector of the economy is slowly sinking into recession territory, something one would not realize listening to the political pundits and candidates. Corporate profits shrunk 2.4% per the Commerce Department.

What has kept the economy out of negative territory is the consumer, but that's only because consumers are spending more than they are earning. Debt is again becoming a problem for many.

For years the polls have shown that Americans are hyper-concerned about the economy and job security. That was when the economy was growing at 2.0%. Now at 1.0%, the United States isn’t just treading water, more families are being plunged underwater.

The slow recovery from the 2008 financial crisis is beyond anemic. Some of our political candidates and administration officials who keep saying how well the economy is doing seem to be living in an alternative universe. That is probably because so many of the pundits and economists live and work in Washington DC, which really is doing just fine due to federal dollars. DC is booming thanks to the tribute taxpayers from real America send each month to the capital. Three of the five wealthiest counties in America are around DC. That should tell you a lot.

Another economic problem is the deficit. The Commerce Department says the deficit is now climbing again and is estimated at $600 billion this year. The red ink is headed back to $1 trillion on current course.  Some states are facing 20% or more rise in Obamacare premiums this year and many health insurers are dropping out of Obamacare all together. The United States is now over $19 trillion in debt, with nearly half being racked up in the last eight years. This is a huge burden on both the economy and future generations of tax paying Americans.

We need to get our politicians to understand that the 1.0% growth economy must not become the new normal. Our country needs a new economic policy.

4. ITT Technical Institute in Trouble

Last week, the Department of Education (ED) took a series of steps to protect students and taxpayers by banning ITT Technical Institute schools from enrolling new students using federal financial aid funds, and by stepping up financial oversight of the for-profit education provider. The Department of Veterans Affairs (VA) also released an announcement for GI Bill students attending ITT schools. Answers to questions of particular interest to servicemembers and veterans currently enrolled in ITT Tech courses are available on their website athttp://benefits.va.gov/gibill/

ITT Tech announced on August 29th that it has suspended enrollment of new students. Please encourage currently enrolled students to read the information provided by ED and VA so they can make informed decisions about their educational path going forward.


5. The Georgia Advancing Veterans Education (GAVE) Initiative

The Georgia Advancing Veterans Education (GAVE) initiative in the Coles College of Business at Kennesaw State University (KSU) is now accepting applications for the 3rd Veterans Sales Training (VST) program.

The program, delivered by The Center for Professional Selling, is for military veterans in Georgia and is designed to expose individuals to the fundamental concepts and skill sets needed to succeed in entry level sales. These skill sets will be further developed and the concepts reinforced through experiential exercises in which the participants will engage during the two-day workshop. The workshop is appropriate for those interested in acquiring entry level sales acumen, and will also be beneficial to experienced salespeople who wish to refresh their knowledge and skills.  Additionally, the workshop will be beneficial to small business owners, managers or executives who wish to understand the art and science of persuasion necessary to succeed in their businesses and careers.

The two-day program will be held at the KSU campus on October 14 & 15, 2016 (Friday8-5pm & Saturday8-5pm). This program is FREE for the 25 selected applicants who are military veterans living in Georgia. Fifth Third Bank will provide lunches for all of the veterans on Friday andSaturday.

6. Help Stop Soldier Suicide

Help Stop Soldier Suicide collect 263,000 signatures on an initiative to address Veteran Suicide, a very important issue facing our Veterans and their Families. Stop Soldier Suicide is petitioning our elected officials to develop a comprehensive program to better prepare transitioning Service Members for life after the military. This program - the Reverse Boot Camp - will help Service Members optimize their health, unleash career potential, and discover the empowerment and post-military quality of life they fought to protect.

To support this program, I would ask you to do three, simple things:

2. Share the petition and its goal for 263,000 signatures through email and social media with every contact you have.
3. Ask all recipients to send this message to everyone on their contact list and share on their social media.

The number 263,000 represents an estimate of every Veteran life lost to suicide over a 36 year period using the 2014 suicide rate included in the most recent VA Suicide Data Report. These numbers are unacceptable. One suicide of a Warrior is too many frankly. With your help, we will achieve this goal and begin working on important solutions - like the Reverse Boot Camp - to end this problem.


7. Kim Rhode Has Won a Medal for Six Consecutive Olympics

The press had made a big deal of Michael Phelps’ staggering count in just 4 consecutive Olympics. But did you know there is another US Olympian who has gone to 6 straight Olympics and has won a medal every time. Since 1996 and on to the current 2016 Olympics in Rio de Janeiro, Kim Rhode has won a medal every time she has gone to the Olympics. Here is a listing of her medals:

8. Air Force Opens the Door to All Enlisted to Fly Drones

Air Force Times reports the Air Force is vastly expanding the number of enlisted airmen who can apply to fly drone aircraft. When the Air Force in July first announced details on its plans to retrain enlisted airmen to fly the unarmed RQ-4 Global Hawk, it said that only airmen who were career enlisted aviators in Air Force specialty codes beginning with either 1AXXX -- including jobs such as flight engineers, aircraft loadmasters, and airborne cryptologic linguists -- or 1U0XX sensor operators could apply. But that has now changed. In a Monday release, the Air Force said enlisted airmen in all AFSCs can apply. Other eligibility requirements that were announced in July -- that airmen must be staff sergeants through senior master sergeants, and must be able to stay on active duty for six years after they graduate -- remain in effect. The Air Force is also moving back some deadlines to give more people a chance to apply. Originally, airmen had until Nov. 18 to submit their application packages and the Air Force Personnel Center was going to hold the first enlisted remotely piloted aircraft selection board Jan. 23 to 26, 2017. But now, the application deadline is due Dec. 16, and the board will meet Feb. 6 to 9, 2017. The results will be announced later that month. The eligibility changes mean that the pool of potentially eligible airmen has grown from roughly 4,000 to more than 87,000, according to manning data available on the Air Force's IDEAS database. Applicants who have already taken the paper pilot qualifying test, or the pilot portion of Air Force Officer Qualifying Training, and wish to have those scores be considered instead of taking the computer-based pilot qualifying test, should email the Enlisted Aircrew Assignments Workflow at AFPC.DP2ORM.EnlistedAircrewAsg@us.af.mil.


9. Army and Coast Guard Are Bearing Brunt of Zika Virus

Military Times reports the Army and Coast Guard are bearing the brunt of Zika infections among military personnel and their families, accounting for more than half the 75 cases since May, according to data released by the Pentagon. Of the troops, family members and retirees confirmed to have contracted the virus as of August 17, 37 are soldiers or their dependents, and 17 are Coast Guardsmen or their family members.  According to the Defense Department report, 55 troops, including active duty, National Guard and reservists, have been diagnosed with Zika, as have 12 family members and eight military retirees. The Air Force has seen 11 cases, the Navy, 6, and the Marine Corps, 4 cases. According to the Defense Department, the cases all were acquired outside of the continental United States. Defense Department officials have urged troops and family members to take precautions against mosquito bites, including using insect repellent, wearing long sleeves and trousers and staying in air conditioned buildings.
